Dubai Building Approvals: How to Plan Them Into Your Programme

Ask developers in Dubai what surprised them most on their first project, and authority approvals come up again and again. The process is not unreasonable. It is usually just not planned for.

Why approvals cause delay

Programmes are often built around design and construction, with approvals treated as something that happens in the background. In practice, every project goes through a sequence of authority reviews, each with its own documentation requirements, comment cycles and review periods. Depending on location and project type, these can involve the planning and building authority for the area, civil defence, the utility provider and, within master communities, the master developer’s own design guidelines and no objection certificates.

Each comment cycle that returns drawings for revision adds time. When the approvals are on the critical path and nobody has mapped them, the programme slips before the contractor has even mobilised.

Build the approval path first

A realistic programme starts by mapping:

  1. Every approval and no objection certificate the project needs, in the order the authorities require them.
  2. The documents each submission needs, and which consultant is responsible for each.
  3. Realistic durations, including at least one comment cycle per submission.
  4. The dependencies: what cannot start until each approval is in hand.

Only then should design deadlines and the construction start date be fixed.

Coordinate the design before submission

Many rejections come down to coordination. The structural, MEP and architectural drawings disagree, or the submission does not match the building that will actually be built. Coordinating the design before submission saves more time than any amount of chasing afterwards.

Keep approvals moving during construction

Approvals do not stop once building starts. Design changes, inspections, utility connections and completion certificates all need managing. A completion certificate that is late can delay handover, leasing or occupation just as badly as a late contractor.

How DNA helps

As PMC, DNA maps the full approval path at the outset, coordinates the consultants’ submissions and tracks every comment cycle against the programme. Our clients see approvals as a managed part of the schedule, not an unknown.

FAQ

How long do approvals take in Dubai?
It depends on the authority, the location and the project type. What matters most is mapping each step and allowing for comment cycles, rather than relying on a single headline duration.

Can construction start before all approvals are in place?
Some early works may be permitted, but starting the main works without the required approvals creates serious risk. The approval path should drive the start date.
