How Much Does a Project Management Consultant Cost in Dubai?

One of the first questions developers and private clients ask us is what a project management consultant (PMC) costs. It is the right question. The answer depends less on the size of the building than on what you need the PMC to do.

How PMC fees are usually structured

In Dubai, PMC fees are typically set in one of three ways:

  1. A percentage of construction value. This is the most common model on new builds. Depending on scope and complexity, fees commonly fall somewhere between 2 and 5 percent of the construction cost.
  2. A fixed monthly fee. This suits projects with a clear programme, where the effort is more predictable than the construction value. It is often used on larger developments and multi-phase schemes.
  3. A lump sum for a defined scope. This is common for feasibility studies, tender management, or a project review when a client takes over a stalled build.

None of these models is better in itself. What matters is that the fee is tied to a clearly written scope of services.

What should be included

A PMC appointment should set out, in writing, what the consultant will do at each stage:

If a proposal is vague on any of these, the fee is hard to compare and harder to hold anyone accountable for.

Why the cheapest PMC is rarely the cheapest outcome

A PMC’s value is measured against the cost of the problems it prevents. One unchecked variation, a payment certified ahead of progress, or a two-month delay on a commercial building can easily exceed the entire consultancy fee. On projects we have taken over mid-construction, independent measurement of completed work against what had been paid has, more than once, recovered more than our fee before anything else was done.

FAQ

Is a PMC fee worth it on a smaller project?
Often, yes. On smaller projects the client usually has less in-house expertise, and a single uncontrolled variation can represent a larger share of the budget.

Can a PMC be appointed partway through a project?
Yes. Many appointments start mid-construction, usually after programme or cost problems appear. The first step is an independent review of where the project actually stands.

Does the PMC replace the architect or contractor?
No. The PMC manages them on the client’s behalf and holds each party to its contract.
